News From the Front

Wednesday 1.7.11 | Vol. 11.02

To Our Tourism Partners:

The 62nd Regular Legislative Session started here in Helena on Monday. It has started at a little slower pace than usual as this first week has been taken up largely by legislator education. Since it is anticipated that so much of the session will be dealing with budget, and due to the large numbers of new legislators, the legislators were provided with a brief overview of the various departments and programs in state government.

As of today there have been 2004 bill requests made; of those 332 have been introduced (16.567% of the total).

Next week the session begins in full swing with many hearings scheduled. Below we have listed introduced bills and all legislative requests that we think might have an impact on the various aspects of the tourism and film industries. The list will be adjusted as the session progresses and we receive more information.

Legislative Activity next week:

HB 98 (Welborn): Direct proceeds from sale of state parks; deposit in state parks special. revenue fund. A hearing has been scheduled for Tuesday, January 11, at 3:00 before the House Fish, Wildlife and Parks Committee. This bill was brought at the request of the Department of Fish, Wildlife and Parks.

HB 111 (Stahl): Improving tax administration by depositing state agency lodging tax in general fund. Requested by the Department of Revenue, this bill states that 30% of the tax paid for by state agencies for in-state lodging to be deposited in the general fund. A hearing has been scheduled on Thursday, January 13 before the House Taxation Committee.

SB 3 (Hawks): Require state agencies to report on heritage properties. This bill has a hearing scheduled on Monday, January 10 before the Senate Education and Cultural Resources Committee and seeks to require state agencies and the university system to biennially report on the status and maintenance needed of agency heritage properties.

SB 43 (Keane): Revise the primitive parks act. Requested by the Department of Fish, Wildlife and Parks, t>his legislation will change the Primitive Parks Act to eliminate certain parks, add additional parks, allow necessary improvements at parks, and provide the ability to collect fees for use of the parks. A hearing is scheduled on Tuesday, January 11, before the Senate Fish and Game Committee.

The chart below is for introduced bills that may have direct impact on the accommodation tax or issues important to the tourism and film industry.

When looking at the status of a bill on this chart, here are some helpful hints:

  • Referred to committee means the bill has been assigned to the committee, but the hearing date has not been set.

  • Hearing means a hearing is scheduled.

* after status indicates the bill is probably dead
